The Town of West Springfield is in the process of updating its 2000 Master Plan.  This website provides information related to the Master Plan, so that the citizens of West Springfield can more fully participate in the Master Planning process.

The Planning Board has the statutory authority to develop the Master Plan. The Mayor has appointed a Master Plan Advisory Committee to guide the development of the master plan update.  Public input will be through a community survey, public forums and through the Master Plan Advisory Committee members.

What is a Master Plan?

A Master Plan identifies where the community is today, provides a vision of where it wants to go, and develops a road map for the decision making process to get there.  The Master Plan:

  • captures a snapshot of what West Springfield looks like today by assessing existing resources
  • identifies a vision for the future through public input and by projecting future conditions and needs.
  • expresses the broad vision for a community’s future and provides a framework for achieving that vision.
  • is a living document; a committee will be developed to review the Master Plan on an annual basis to keep it current with the changing needs of West Springfield.

The elements of a Master Plan include:

a.   Land Use and Development Patterns

b.   Housing – Quality & Affordability and Neighborhood Development

c.   Economic Development

d.   Public Facilities & Services

e.   Transportation Circulation

f.    Natural, Cultural and Historic Resources
